HDB has financial assistance for rental flats?

After writing “HDB ($99) eviction of single jobless mother with sick father: Compassionate or heartless?” – I googled “HDB financial assistance” and found the following in the HDB’s web site:

HDB’s financial assistance for rental flats?

“Rental Assistance

The following measures are in place to help applicants with financial difficulties:
  • Option to pay rent arrears by instalments within a reasonable time frame” – so, was the unemployed single mother caring for her sick father – given the option to pay the $99 she owed in rent arrears, “by instalments within a reasonable time frame”, instead of evicting her?
  • “Referral to the Social Service Offices (SSOs) for assistance under the Ministry of Social and Family Development (MSF)’s ComCare Schemes” – so, did the HDB refer her to the Social Service Office – and what assistance was given to her?
  • “Referral to the Voluntary Welfare Organisations (VWOs) or Family Service Centres (FSCs) for other forms of social support” – so, did the HDB refer to any VWO or FSC – and what assistance was given to her?
  • “Rightsizing to a smaller flat with lower rent”
