We refer to the article “Is The Town Council Confused About Cleaners’ Pay?” by Mr Leong Sze Hian dated 12 July 2012.
We would like to clarify that the Town Councils’ policy of paying our full-time cleaners a minimum wage of $1,000 a month remains unchanged. We have checked the contract document signed by Mdm Rosnah Aman with her employer, Ramky Clentech Services Pte Ltd. Mdm Rosnah is a part time worker with our Contractor, Ramky.
She worked for 6 hours a day earning $850. If she is a full time cleaner working for 8 hours, she would have earned at least $1,000 a month. Our Town Council staff conducts check and ensure that our contractors pay their full time workers working for 8 hours a minimum salary of $1000 a month.
The ultimate objective of this Town Council’s initiative is to raise the standard of cleanliness in our estates through a motivated workforce with reasonable wage package for our local cleaners. One of the serious problems faced by Town Councils and contractors in maintaining the cleanliness of our housing estates is the difficulties in recruiting and retaining good full-time local cleaners.
This initiative is part of our efforts to reward cleaners with good performance and in the process, help build up a strong team of local cleaners who form the backbone of our cleaning workforce.
As a start, we focus on full time cleaners as it is our objective to work with our conservancy contractors to encourage more part time cleaners to become full time cleaners and in the process, to enjoy higher pay exceeding $1,000. The initiative is just part of our additional efforts to help raise the wages of our cleaners. We are also working on mechanisation, improving productivity and training our workers.
Our contractors are training more local cleaners to take on more value-added work, such as machine operators to enable them to earn higher pay.
We have discussed with our contractors about this initiative. They appreciate the good intention of the Town Council. They understand that ultimately, it is the responsibility of the contractors to attract and retain good cleaners by rewarding them with higher wages.
Our Town Council’s initiative is just a push in the right direction which will ultimately benefit all parties- Cleaners benefit by getting higher pay; contractors gain by building up a strong team of local cleaners; residents and Town Council will win by having a cleaner estate.
