Covid: Only 2 in ICU – the same 2 persons almost everyday?

In the 7 days, from 10 to 16 Jun – there were only 2 in ICU on 6 of the 7 days, with just 1 on the 12 Jun
Also, all were fully vaccinated with booster, with none non-fully vaccinated or fully vaccinated without booster
So, are the 2 in ICU likely to be the same 2 persons? Unless some went into ICU or some left ICU in the 7 days in question?
Hence, where is the stress on the healthcare system, which is the primary reason given for discriminatory measures against the non-fully vaccinated (haven’t taken required booster, only took 1 jab, infected whose exemption status has expired after the 6 months waiver, etc?
