The Ministry with the highest total expenditure is the Ministry of Health (MOH), followed by the Ministry of Defence (MOD)
However, there may arguably, be a fundamental difference – the MOD has no cash inflows, only cash outflows, whereas the MOH has both inflows and outflows
From a cashflow perspective, may still not be spending any money on Healthcare (excluding Covid-19 related expenditure)?
